NOTICE OF RACE

ORGANIZING AUTHORITY:
On behalf of the Austrian Sailing Federation (ASF) the OA of the Austrian Grand Pix of the Dragon class, from June 10th to June 14th, is Union-Yacht-Club Attersee (UYCAs), Aufham 35, A-4864 Attersee,

In all rules governing this regatta the following notations apply:
(a) [SP] denotes a rule for which a standard penalty may be applied by the race committee without a hearing, or a discretionary penalty applied by the International Jury with a hearing. This changes RRS 63.1 and A5.
(b) [NP] denotes a rule that shall not be grounds for protests by a boat. This changes RRS 60.1(a).

1. RULES
1.1 The regatta will be governed by the rules as defined in Racing Rules of Sailing (RRS) and the rules of the International Dragon Association
1.2 No national prescriptions will apply.
1.3 RRS 44.1 is changed so that the two turns penalty is replaced by the one turn penalty.
1.4 RRS 90.3(e) applies
1.5 If there is a conflict between languages the English text will take precedence.

2. SAILING INSTRUCTIONS
Sailing Instructions will be available at https://www.dragon2025.uycas.at
starting from 30th May. Hard copy sailing Instructions may be obtained by requesting them at registration.

3. OFFICIAL NOTICE BOARD
The official notice board is located near the entrance of the race office.

4. ADVERTISING [DP]
4.1 Advertising is only allowed under World Sailing Regulation 20.4. IDA rules do not permit any individual advertising.
4.2 Boats may be required to carry stickers or other advertising supplied by the OA in accordance with the Sailing Instructions, subject to IDA CR 1.24.

5. ELIGIBILITY and ENTRY PROCEDURE
5.1 The Regatta is open to: INTERNATIONAL DRAGON CLASS. Entrants must be paid up members of their National Dragon Association which must be in good standing with the IDA.
Registration shall be made onsite from Tuesday, June 10th, 10:00 to 12:30 hrs and 14:00 to 18:00 hrs.
5.2 Substitution of competitors will not be allowed without prior written approval of the race committee. [DP]. Substitution of helmsman is not permitted after registration, as this is a helmsman’s event.
5.3 Any sailor who has not completed registration by the closing time for registration finalization, will be removed from the list of sailors of the event and will not be scored at that event.
5.4 A boat entered in the Corinthian Division shall also be entered automatically into the Open Division.
5.5 Coach boats can register by completing the Entry Form available on the Notice Board: https://www.dragon2025.uycas.at
5.6 To fasten the onsite registration, the following documents must be submitted to the OA by email sekretariat@uycas.at before May 30th 2025.
• Boat Membership Certificate (or letter) from the Dragon National Association.
• Measurement Certificate
• Coach boat registration (if applied for)
5.7 Entries will be accepted on a first come – first served principle and payment is mandatory at the moment of entry.

6 CLASSIFICATION
6.1 World Sailing Sailor Classification Code, Regulation 22 shall apply, all crew shall hold a valid Group 1 classification. Unclassified sailors will be deemed to be Group 3. Details of the World Sailing Sailor Classification Code and information on how to apply can be found at WS website: www.sailing.org
6.2 All entered crews must be in possession of a valid classification that does not expire before the last day of the event.
6.3 The entered crew list will be posted on the Official Notice Board on the event website.
6.4 The Classification Protest Time Limit is till the end of protest time limit on the first day of racing.

7 ENTRY FEE
7.1 Entry Fee if paid before May 8th 2025: 650 €
Entry Fee if paid after May 8th 2025: 750 €
The Entry Fee includes craning operations, mooring, social events.
7.2 The entry fee shall be paid by Bank transfer (Bank fees shall be paid by entrant).

7.3 Cancellation policy: For registration cancellation before May 8th 2025 90% of the entry fee paid will be refunded. For cancellations after May 8th 2025 and before June 1st 2025 50% of the entry fee paid will be refunded. After the June 1st 2025 no entry fee will be refunded.

8 COMPETITION FORMAT
8.1 8 races are scheduled. Maximum 2 races per day are scheduled.
8.2 A third race can be sailed only when necessary to complete the program or when the forecast suggests that no race can be sailed on the next day. No more than one race can be raced in advance of the program.

10 MEASUREMENTS and EQUIPMENT INSPECTION
10.1 Each boat shall produce a valid measurement certificate.
10.2 A maximum of 8 sails declared at registration and previously measured will be admitted.
10.3 Boat and equipment may be inspected at any time for compliance with the class rules, wet clothing rules and sailing instructions at the discretion of the technical committee.
10.4 Inspection of the sails may be performed before the beginning of the event and before registration.
10.5 Sails declaration form will be available at the Race Office and online at https://www.dragon2025.uycas.at

11 VENUE
11.1 Attachment A shows the Club Area.
11.2 The intended race-course area will be in front of the Club. See Attachment B.

12 RACECOURSES
Courses will be of the windward/leeward type

13 PROTESTS AND PENALTY SYSTEM
13.1 A breach of rules other than 28 and 31 and those in Part 2 shall, after a hearing be given a penalty ranging from 10% of the number of boats registered to disqualification.
13.2 Scoring penalties will be applied as specified in sailing instructions.

14 SCORING:
14.1 RRS Appendix A will apply.
14.2 At least 4 races required to be completed to constitute the series.
14.3 When fewer than 5 races have been completed, a boat score will be the total of her score.
14.4 When 5 or more races have been completed, a boat score will be the total of her race scores excluding her worst score.
14.5 There will be two rankings: An Overall ranking and a Corinthian ranking for the Corinthian Trophy.

15 SUPPORT BOATS [NP][DP]
15.1 Team leaders, Coaches and other support personnel may use “support boat” to assist their competitors on the water.
15.2 Team and support boats shall, at all times when afloat, be conspicuously identified by the identification flag provided by the Organizing Authority. They must fill an accreditation form available online at https://www.dragon2025.uycas.at
15.3 Communication and direct contact (including transfer of goods or equipment) between competitors and any support teams, including all support persons and support person vessels is prohibited from the time that the yacht leaves the dock or its mooring until the last competitor has finished or retires from the last race of the day.
15.4 Unless requested by the Race Committee, support vessels shall not tow competitors after leaving the dock or their mooring until the last competitor has finished or retires from the last race of the day and all on the water checks by the Jury and/or measurers have been completed.
15.5 Team leader, coaches and other support boats shall stay more than 150 meters to leeward of the starting line and from the leeward marks and from any racing Dragon from the time of the preparatory signal until all boats have finished the last race of the day, or all races are abandoned.

16 RIGHTS TO USE NAME AND LIKENESS
By participating in this event, competitors automatically grant the organizing authority and the event sponsors the right, in perpetuity, to make, use, and show at their discretion, any photographs, audio and video recordings, and other reproductions of them made at the venue or on the water from the time of their arrival at the venue, until their final departure, without compensation.

17 LIABILITY
17.1 RRS 3 states: „The responsibility for a boat‘s decision to participate in a race or to continue racing is hers alone“. Therefore, the participants are aware that the sailing activity falls.
17.2 The Union-Yacht-Club Attersee, national authority, their officers, members and volunteers do not accept liability for loss of life or property, personal injury or damage caused by, or arising out of, the event.
17.3 The establishment of the Notice of Race and the Sailing Instructions in no way limits or reduces the complete and unlimited responsibilities of a competitor being solely and entirely responsible for the management of a boat he or she is sailing.

18 INSURANCE
18.1 Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 1.500.000 € per event or the equivalent, and by signing the Entry Form each entrant declares that they have this insurance in place.
18.2 Each competitor is wholly and exclusively responsible for third party liability insurance on the boat that he or she is sailing and for his or her personal accident and health insurance.
18.3 Each competitor is wholly and exclusively responsible to maintain his boat in a safe and seaworthy condition checking it before going afloat.

19 PRIZES
19.1 The overall first three crews will be awarded prizes
19.2 The first three Corinthian crews will be awarded prizes.
19.3 The Corinthian ranking shall be a ranking among Corinthian helmsmen (as determined by WS categories), accumulating their scores within the complete fleet in each event (and not creating a separate list of Corinthians only). In order to qualify for the Phyllis Lowell Cup, Corinthian sailors must compete in at least 2 of the 4 European Grade 1 (Grand Prix) events, but they must count 3 scores. If they sail 3 events they may discard their score from the 4th (non-attended) regatta. If they sail 2 regattas they must count minimum one of their two DNC scores, discarding their worst score. Ties shall be broken according to RRS Appendix A8 Series Ties.

20 SAFETY
Competitors shall wear personal flotation devices at all times when afloat, except briefly when changing or adjusting clothing or personal equipment. Wet suits and dry suits are not personal flotation devices. This changes rule RRS 40.

21 BERTHING [NP][DP]
21.1 Boats will be moored at Union-Yacht-Club Attersee harbour.
21.2 Boats shall be kept in their assigned places while they are in the harbour.

22 HAUL-OUT RESTRICTIONS [NP][DP]
Boats shall not be hauled out during the event except with a prior written permission of the Race Committee.

23 DIVING EQUIPMENT AND PLASTIC POOLS [NP][DP]
Underwater breathing apparatus and plastic pools or their equivalent shall not be used around boats between the preparatory signal of the first race and the end of the event.

24 RADIO COMMUNICATION
24.1 VHF is allowed on board only for listening. Voice and data transmission is forbidden by local law. Information on the progress of the races will be transmitted by the Race Committee
24.2 [DP]Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats.

25 LOGISTIC INFORMATION
25.1 Boats trailers and cars may park in the Union-Yacht-Club Attersee parking lots from Saturday, June 7th until Sunday, June 15th.
25.2 There is a limited space for 10 mobile homes (registration via mail to sekretariat@uycas.at – first come first serve). It is forbidden to park Camper, Vans, either during the day or overnight, within the limits of the Union-Yacht-Club Attersee private area.
25.3 Training at Union-Yacht-Club Attersee:
Free hospitality at the Club from Saturday, June 7th until Sunday, June 15th. Charges apply outside these dates.
25.4 Any competitor that plans to use the club facilities before June 7th shall email to sekretariat@uycas.at to book a slot. No boats and trailers will be allowed in the club outside of the event dates without a booking.

ADDITIONAL INFORMATION
On the days before the Austrian Dragon Grand Prix there will be the pre-race Litzlwurmpreis which offers the opportunity of training in the venue with the same race officer.
